Senate GOP Back President's Proposal to Replace Obamacare

US lawmakers are working through the weekend for the first time since the government shutdown began more than a month ago, but hopes for a cross-party deal on how to end the impasse appeared to diminish as GOP senators proposed a plan unacceptable to Democrats: eliminating the ACA, called Obamacare.

Deepening Consequences of Government Shutdown

The effect on Americans from the longest shutdown of the federal government in history worsened on Saturday, as federal workers went without pay, carriers were forced to ground planes and SNAP benefits have been delayed for 42 million Americans.

President's Proposal from Golf Course

As weekend session got started, GOP senators welcomed a suggestion made on social media early Saturday by Donald Trump from his resort in West Palm Beach, for government payments to be replaced by HSA-style accounts.

"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

Republican Support

Several Republican senators welcomed the plan, which is comparable with a alternative for Obamacare put forward in 2017.

"We will replace this broken system with something that is actually better for the consumer," one senator said.

Another senator praised Trump's suggestion on online platforms, and stood next to a large print of Trump's post as he addressed on the Senate floor.

"I am drafting the bill right now," a third senator posted in reply to Trump's suggestion. "We must stop public funds from going to carriers and instead give it directly to Americans in health savings accounts and let them buy the medical coverage they want."

Opposition Reaction

Opposition senators shared concerned responses to Trump's proposal.

"In other words, Donald Trump's 'concept of a plan' for health care is yet another calculated attempt to repeal Obamacare," one Democratic senator stated. "It's the same failed Republican plan that's been defeated by voters and Congress."

Another lawmaker reacted to the criticism of insurance companies by writing: "Well, Trump and the Republicans can't stand how the large insurance companies are ripping-off Americans. Seriously? In that case I welcome your support for universal healthcare."

Continuing Talks

The Senate adjourned without reaching a solution, but Senate Republican leaders have indicated an willingness to an emerging proposal from a small group of moderate Democrats to terminate the closure in return for a future vote on the ACA payments.

One Democratic senator, who is leading the negotiations among centrists, said that Democrats "require another path forward" after Republicans turned down an proposal to restart the government and extend the subsidies for a year.

Another senior Democratic senator persisted in maintaining that Republicans should accept a one-year extension of the subsidies before discussing the future of the subsidies.

"Inaction is irresponsible because people will go bankrupt, people will lose insurance, people will get sicker," the senator said in a floor speech. "That's what will happen if this Congress fails to act."

Partisan Dynamics

None of the Republican senators seemed to grapple with the fact that patients would still need to buy coverage from the same insurance companies, or that Republican legislators need the backing of eight Democrats to reopen the government, and the concept of eliminating and replacing Obamacare with savings accounts is unlikely to earn a single Democratic vote.

Several analysts indicated that the essence of such a proposal would eliminate the ACA's mandate that carriers cover individuals with pre-existing conditions.

After his golf outing, Trump returned to his residence and reiterated on his demand that Republicans stop seeking agreement and try instead to eliminate and overhaul Obamacare with a version of the plan that failed to garner enough support in 2017.
