The UK and US have concluded a major trade agreement that will maintain zero import taxes on UK drug shipments being sold in the US market.

Key Provisions of the Pact

Under the terms of the agreement, the UK has committed to raise spending on medicines through the National Health Service (NHS). This move secures that import taxes on these key goods will stay at zero for a timeframe of 36 months.

This agreement is in response to previous statements to significantly raise duties on patented pharmaceutical imports, with figures floated reaching 100%.

"This deal with the UK bolsters the global environment for cutting-edge drugs and introduces long-overdue equity to American-British pharmaceutical trade," an announcement said.

Commercial Importance

Pharmaceuticals are one of the Britain's largest goods shipped to the America, which is easily the biggest destination for large companies like GSK and AstraZeneca.

Trade data reveal that in the 12 months prior to last September, the UK shipped drugs worth over eleven billion pounds to the US. This amount accounted for 17.4% of total UK exports in that timeframe.

"This agreement safeguards jobs, increases capital expenditure and facilitates the UK to emerge as a global hub for medical research," a minister stated.

Specific British Pledges

The deal involves several notable changes from the British government:

  • Higher Cost Ceiling: The UK will raise the price threshold at which it deems new treatments to be prohibitively costly by a quarter.
  • Higher Drug Budget: There is a target to raise overall public funding on treatments from 0.3% of the national economy to 0.6% over the coming ten years.
  • Refund Ceiling: The sum pharmaceutical firms must return to the NHS to control costs will be capped at fifteen percent. In the past, refunds were more than twenty percent.

Broader Context

The pact takes place against a ongoing dispute between the sector and the UK government over medicine costs and regulatory access.

These tensions were intensified by assertions that American customers were charged a premium for the same drugs than patients in the Britain and the EU.

Recently, several major manufacturing plans in the UK have been paused or cancelled, while major expansions have been announced toward American operations.

A senior figure stated that the NHS needed to invest a greater share on medicines, noting that its spending on drugs had declined as a share of its total funding over the previous ten-year period.
